This course provides office personnel and business owners with foundational knowledge and practical skills needed to operate a caregiver referral service in South Carolina while maintaining an independent contractor model. The training explains how federal law, including the U.S. Department of Labor Field Assistance Bulletin 2018-4, governs the use of independent contractors in registry settings and how South Carolina interprets the concept of arranging care. Participants will learn the legal boundaries that protect independent contractor status, the distinctions between a referral service and a licensed in-home care provider, and the office behaviors that may unintentionally create employer status. The course also includes compliance-focused communication strategies, workflow guidance, and scenario-based exercises to reinforce correct practices.
