Target Audience
District of Columbia healthcare workers and covered care personnel, including Registered Nurses (RN), Licensed Practical Nurses (LPN), Advanced Practice Registered Nurses (APRN), Nurse Practitioners (NP), Certified Nurse Midwives (CNM), Certified Registered Nurse Anesthetists (CRNA), Clinical Nurse Specialists (CNS), Certified Nursing Assistants (CNA), Home Health Aides (HHA), Trained Medication Employees (TME), personal care aides, caregivers, office staff involved in care coordination, and other covered personnel who may be required or permitted to complete education related to responsible opioid prescribing, effective pain management, opioid safety, medication safety, substance use awareness, or DC public health priority topics.

Learner Objectives

Identify common opioid-related risks, including sedation, respiratory depression, overdose, dependence, tolerance, misuse, diversion, and opioid use disorder.

Describe role-appropriate strategies for supporting effective pain management, including observation, communication, documentation, reporting, non-opioid approaches, and referral to appropriate licensed professionals.

Recognize the difference between prescribing-related responsibilities for authorized licensed professionals and opioid safety responsibilities for non-prescribing healthcare workers and covered care personnel.

Apply opioid safety concepts to common healthcare, home care, care coordination, and caregiver support scenarios.

Overview

Responsible opioid prescribing and effective pain management are important public health topics in the District of Columbia. Healthcare workers and covered care personnel may encounter individuals who are experiencing acute pain, chronic pain, post-procedure pain, cancer-related pain, end-of-life pain, opioid medication use, opioid-related side effects, medication misuse concerns, or opioid use disorder. Safe care requires accurate information, appropriate role boundaries, and careful communication.

This course includes prescribing-related concepts for licensed professionals whose scope may include prescribing, ordering, administering, monitoring, or educating about pain management. For non-prescribing personnel, the course focuses on role-appropriate opioid safety, pain observation, medication safety awareness, recognizing concerning symptoms, documentation, reporting, and referral. Participants must follow their license, certification, scope of practice, employer policy, and applicable law.

The course also emphasizes respectful care. People experiencing pain, receiving opioid therapy, or living with substance use disorder should not be treated with stigma, blame, or assumptions. Professional care includes recognizing pain as a real health concern, understanding opioid-related risks, supporting safety, protecting privacy, and escalating concerns through the proper channel.
